In web deign terms, accessibility refers to how easy it is for a web site to be used by a visitor with a disability.
The colour palette used and how it would appear to someone with colour-blindness, how easy a site is to navigate for a visually impaired visitor using a screen-reader or if audio is used how the site might work for a visitor with hearing difficulties.
